Bull Street Master Plan

The Bull Street Master Plan creates a re-imagined future for a site that once provided tranquility and refuge for those suffering from mental illness. South Carolina Department of Mental Health, once called Bull Street Asylum, is located on 178 acres in the heart of South Carolina’s Capital City, Columbia. Once, an old Psychiatric Campus, it created a “city within a city” offering all the uses found in a small town including a church, bakery, post office, recreational facility, and residences. It even produced its own electricity.

Recognizing the importance of walkability and integrated uses across the site, Cooper Carry designed structured parking concealed by uses at the street level and created a mixed use plan that enhances and celebrates the pedestrian experience.
